Public to comment on stricter laws for criminals

Three new draft bills will mean South Africans may anticipate harsher punishment for criminals in the country. The Department of Justice & Correctional Facilities has announced that the following bills are open for comment until March 31.

โ€“ The Domestic Violence Amendment Bill

โ€“ The Criminal Matters Amendment Draft Bill

โ€“ The Amendment Act Amendment Draft Bill

During his State of The Nation Address (SONA) last month, President Cyril Ramaphosa told the country that these legislatures would be introduced to clamp down on crime in the country.

โ€œWe will amend the Domestic Violence Act to better protect victims in violent domestic relationships and the Sexual Offences Act to broaden the categories of sex offenders whose names must be included in the National Register for Sex Offenders, and we will pass a law to tighten bail and sentencing conditions in cases that involve gender-based violence,โ€ he said.

Some of the most notable changes the bills will include are to:

โ€“ Furtherย regulateย theย grantingย ofย bailย andย theย puttingย onย paroleย ofย persons

โ€“ Regulateย sentencesย forย offencesย committedย againstย vulnerableย persons

โ€“ Furtherย encourageย theย grantingย ofย protectionย ordersย againstย actsย ofย domesticย violence

โ€“ Imposeย dutiesย onย theย Departmentย ofย Socialย Developmentย andย theย Departmentย ofย Healthย toย provideย certainย servicesย toย victimsย ofย domesticย violence

โ€“ Expandingย theย typesย ofย sexย offendersย whoseย namesย mustย beย includedย inย theย Nationalย Sexย offenderย Registry

In additionย toย theseย newย laws,ย Ramaphosaย saidย theย Southย Africanย Policeย Serviceย (SAPS)ย wouldย alsoย setย upย aย Crimeย Preventionย Academyย inย Hammanskraal,ย northย ofย Pretoria,ย toย improveย policeย activityย inย theย region.ย Heย saidย policeย visibility,ย efficientย recruitmentย andย improvedย resourcingย ofย policeย stationsย areย theย prioritiesย ofย government.

โ€œI have prioritised our response to the growing problem of criminal groups that extort money from construction and other businesses,โ€ he said. โ€œSpecialised units โ€“ bringing together SAPS and the National Prosecuting Authority โ€“ are mandated to combat these crimes of economic disruption.โ€

Theย presidentย indicatedย thatย 7,000ย newย policeย traineesย wereย recruitedย thisย yearย afterย theย graduationย ofย 5,000ย policeย traineesย lastย yearย toย strengthenย localย policeย force.
