Global premium vehicleย manufacturer BMW, which hasย production plants in Africa inย South Africa and Egypt, anticipatesย having another plant inย sub-Saharan Africa within theย next 10 years.

Tim Abbott, the chief executiveย of BMW Group Southย Africa, confirmed to Businessย Report last week that BMWย would look at establishing anย assembly plant in sub-Saharanย Africa โwhen the time is rightโ.ย

Abbott said BMW would beย part of the African Associationย of Automotive Manufacturersย (AAAM) deputation going toย Nigeria in July to look at whatย opportunities there were forย manufacturers.ย

He said this was how theย establishment of assemblyย plants started, but stressedย new vehicle volumes in Africaย were still very low, grey vehicleย imports were still a problemย and the trip to Nigeria was โlikeย a toe in the waterโ.ย

But Abbott said the rationaleย for establishing an assemblyย plant in sub-Saharan Africaย was that a vehicle manufacturerย could be confronted byย high import duties when it hadย a volume of cars it wanted toย sell into a country.

However, Abbott said theseย import duties could be relaxedย if that vehicle manufacturerย had an assembly operation inย that country.ย

Abbott said any assemblyย operation in a sub-Saharanย African country would start asย a simple semi knocked downย (SKD) facility, leading to a completelyย knocked down (CKD)
assembly.ย

โToday its not on the cards,ย but at some point it will happen.ย Within the next 10 yearsย Iโd be very surprised if we didย not have some form of SKDย operation in one part of sub- Saharanย Africa.

โIt will certainly be aย knocked down plant to beginย with. Look at Thailand andย Malaysia and how fast theyย developed. If there is willingnessย in the government, it canย happen and can happen withinย a 10-year time frame,โ he said.ย The AAAM is committed toย the development of businessย and trade relations in the automotiveย field, including vehicleย and component manufacturing,ย between South Africa and Africanย countries.ย

The association is also assistingย a number of Africanย countries with the formulationย of automotive developmentย policy options.ย

Several motor manufacturers,ย including Nissan andย Ford, have in partnership withย a local partner established SKDย vehicle assembly operations inย Nigeria in 2015, while Volkswagenย established an SKDย operation in Kenya in 2016 andย launched a mobility strategyย in Rwanda this year.ย

Nissanย earlier this month announcedย that it planned to also startย assembling vehicles in Kenya.ย BMW South Africa in 2016ย took the first step in a long-termย strategy to expand the footprintย of both its car and motorcycleย brands on the African continentย by moving into sub-Saharanย Africa and replicating its sales,ย after sales and financial servicesย offering in seven countriesย from its base in South Africa.ย

Abbott confirmed at the timeย that BMW would initially beย moving into Nigeria, Senegal,ย Ivory Coast, Togo, Ghana,ย Kenya and Angola and theย working model would incorporateย existing importers in theย various countries.ย There are 25-million BMWย cars on the road globally, ofย which about 300 000 were onย South Africaโs road.
