City withdraws the Ocean View Drive road scheme

The original intention of the Ocean View Drive road scheme that was initiated in the 1960s was to widen and realign portions of the existing road and to link it to Camps Bay. A review of this proposal in terms of the transport demand, engineering implications, and the environmental impact showed that there is no need for it and that the road scheme should be withdrawn.

‘The Ocean View Drive road scheme is among several road schemes across the city that are being reviewed by Transport for Cape Town (TCT) to determine which of these should be retained or abandoned. Some of these road schemes that were created through the Roads Ordinance of 1976 – proclaiming them as Provincial Main Roads – are no longer required and are restricting the development potential of certain areas,’ said the City’s Mayoral Committee Member: Transport for Cape Town, Councillor Brett Herron.

Ocean View Drive was not proclaimed in terms of the abovementioned legislation, but approved by the former Municipality of Cape Town and incorporated in their Town Planning Scheme. This scheme consists of two sections: the first is the realignment and widening of portions of the existing road and the second entails the proposed extension beyond the road’s current end point to link it up with Kloof Nek Road above Camps Bay.

TCT has concluded that neither of these two sections is required.

‘The widening of Ocean View Drive would have had a severe influence on the character of the area as it would have changed from a residential access road to a link-road, with a substantial increase in traffic. Furthermore this provision affected 35 residential properties, restricting the owners from developing their properties to their full potential in an area where the optimal use of space is a development priority.

‘In addition, the proposed extension of Ocean View Drive traversed the Table Mountain National Park conservation area and it would have been a very expensive road to construct due to the slope and terrain,’ said Councillor Herron.

Subsequent to the Council’s approval, a land-use planning process will now commence to restore the zoning of the relevant land parcels that are currently zoned ‘Transport Zone 2’ to their previous zoning status or an appropriate new zoning.

The process will be applied as follows:

  • If the affected property consists of a split zone, the part of the land unit which was subject to the removal process shall be deemed to take on the same zone as that of the rest of the land unit.
  • If the whole property is affected by the removal process, Council shall determine a zone for such land, provided that Council shall consider the representations by the interested and affected land owners prior to making a determination.
